Cumberland County Commissioners Pull the Plug on Downtown Crown Events Center

 In a significant decision announced today, the Cumberland County Board of Commissioners has voted to discontinue the construction of the new Crown Event Center in Downtown Fayetteville. The decision came after a comprehensive review process and a 5-2 vote by the board. Instead of proceeding with the new construction, the board has opted to pursue a full renovation and modernization of the existing Crown Complex.

During their meeting, the Board of Commissioners made several key motions. They voted to reject the GMP3 amendment, discontinue the downtown Crown Event Center Project, and terminate all related contracts. Furthermore, they directed the County Manager, Clarence Grier, to develop a Request for Qualifications (RFQ) for a development framework for the renovation of the Crown Arena and Theater within 30 days. This RFQ will be brought back to the Board for further consideration.

Board of Commissioners Chairman Kirk deViere emphasized the gravity of the decision, stating, "This decision was not made lightly. But it reflects our commitment to fiscal responsibility, transparent governance, and practical solutions that serve the long-term interests of our residents.”

County Manager Clarence Grier provided the board with detailed information, including the GMP3 (Guaranteed Maximum Price3), which was the third and final cost estimate from the contractor. Grier also presented estimates for renovating the existing Crown Theatre and Arena, along with a downtown parking assessment. 

The Crown Theatre and Arena originally opened in 1967, with the Crown Ballroom added in 1997. In 2022, the County initiated the construction of a new Crown Event Center downtown. Over the past three years, the project progressed through various stages, including hiring a project team, approving designs, conducting community engagement sessions, and holding a groundbreaking ceremony in October 2024.

However, in early 2025, the Board of Commissioners decided to pause construction and requested a renewed evaluation. Staff were directed to explore renovation alternatives, leading to today's final decision to halt the new construction and focus on renovating the existing Crown Complex.
